What changes have been made to how they now build oceanliners, such as Iceberg warning system, lifeboats, rutters and so on???????

Kimberly,

It's not just what you incorporate into ships. It's also how you establish a warning system, how you shift the attitude of an industry towards safety, how you regulate and ensure compliance...

There are a multitude of websites that I could direct you to, but for an introduction, try these:

http://www.mss-int.com/solas.html
http://www.uscg.mil/lantarea/iip/iiphist.html
http://www.iverships.no/Media/IVERS010.pdf
http://www.cruise2.com/SOLAS.html

Let's not forget that Titanic struck the iceberg because she was imprudently navigated. Ships today, that conform to all SOLAS regulations, can still be sunk by imprudent navigation.
