The German Navy at least did appriciate the value of airpower at sea, which is why the Graf Zeppelin was attempted in the first place. They even had work underway to develop navalized versions of some of their priciple warplanes such as the Ju-88.
Even if the Germans had been able to get both ships into service, it's extremely unlikely that they would have made any real difference. Britain and the USA had a lot more operating experience and the benefits of lessons learned over 30 years which the Germans didn't have.
