It's too unclear to say, Steve. The bloke in the foreground is obviously a bobby, and I'd say those closest to him were lower class on-lookers dreaming of a new life.
The bloke in the topper and overcoat looks middle class, and that's obviously a working class chap beyond him.
A positive identification would be practically impossible, but I'd say that none were passengers, as there is no luggage in view.
