So if that's indeed Boat 16, then it stands to reason that one of those two women holding babies (if there are indeed two) is Violet Jessop. Didn't she rescue a baby in 16?

Her story would certainly seem to check out since the mother of the baby in Boat 16 was in a separate boat (the Tannus family). IIRC, Jessop tells a story about how as soon as she got onboard the Carpathia, a woman ran up, grabbed the baby, and without saying a word ran away.

The women at the bow are Jessop and Leather. Regarding the ID of the baby (/babies) I am not sure it seems there is some disagreement between some researchers in which boats they actually were including the Tannus baby. If my memory serves me right there had been mentioned the Tannus baby was in a boat on the starboard side.
Regarding Jessop and the incident aboard Carpathia, she indeed stated the baby was taken off her arms by a women which disappeared without a word.
