With all the safegaurds built into military nuclear weapons, it's sometimes a wonder that they work at all. I think the big concern here is some kind of kamikaze strike on a nuclear power plant. You wouldn't get an explosion that way, but it would result in a lot of radioactive junk being blown into the environment if the containment building, sheilding and the reactor vessel were breeched. That may be what the Bad Guys are hoping for.

For the reasons you outlined though, I suspect it won't be attempted. As you indicated, these blokes go for the unexpected and always when you're not looking.
 
I remember the song from YMCA camp when I was a boy. We would change the words around from "husbands and wives, little children lost their lives" to "fishes, little turtles, little ladies lost their girdles." Pretty funny stuff when you're 8.
