According to Chris Baer of the Pennsylvania Railroad Technical and Historical Society, John B. Thayer II was named Second Vice President in March of 1911. What would have been his responsibilities in that position?

If it helps, Railway Age Gazette's obituary states that he handled the Pennsy's Lines East territory. Would he have been involved with the Hell Gate Bridge project?
