Dear Martin, boats 1, 11, 13, 15, 19 and 21 got away safely, i e they were lowered from the ship's side. I am not sure in what order they were lowered, however. The information comes from the inquiry held after the disaster.

As I understand it, filling the boats wasn't the problem. Getting them away while the ship was still moving and with a heavy list to starboard was. This Section of The Final Report summerizes the problems.
I'm afraid no such list exists. The Lusitania sinking happened so rapidly, that all other considerations were of no concern to people who were just grateful to make it anywhere alive.
