I doubt if Lightoller had time for 'small talk' concerning where they came from so the best bet is that he picked up on the accent whilst the girl replied to his request for her to enter the boats.

I for one cannot distinguish just from an accent alone what part of the USA a person comes from (or even for that matter whether the accent's American or Canadian) and so if I had been in Lightoller's shoes I would have said the girl evidently came from 'the States'. However as Lightoller had had experience of talking to American people perhaps he could distinguish a Western from an Eastern USA accent but not with total confidence hence the use of the word 'evidently' rather than stating it as fact which he would have done if the girl had actually told him where she came from.
