Passenger listCompletion date of Titanic Investigation

It has been noted on "THE SHIPS LIST" 10/06/2000 site that the Carpathia's passenger list was NOT filed until the Titanic investigation was completed. Does anyone know the date when the investigation was completed therefore an approx. date when the Carpathia's passengers list would have been filed?

The USA. report was presented to the Senate on May-25-1912. While the British inquiry was completed on July-03-1912. Did the investigation continue after this?

Any thoughts on this possible theory for the UNKNOWN Carpathia's passengers list.
