Here is a weather chart on that day, released recently.

Notice that as Titanic was steered westward, she crossed a cold front and a cold anti-cyclone affected the ship as temperature dropped by northerly winds. It is reasonable to think that the cold weather prevented vast majority of people from going to boat deck. Furthermore, it further deteriorated the situations of people in water.

As wind turned easterly, area of sea near to Titanic was expected to be filled with fog and visibility deteriorated in any case, even if Titanic did not sink.
