The overall design, called the general arrangements was done by Harland & Wolff's chief naval architect Alexander Carlisle.

The answer isn't only one person but a group of people. Lord Pirrie probably made the first sketches. Naturally, J Bruce Ismay was very much involved. There was, of course, Thomas Andrews but one person is often forgotten and that is Alexander Carlisle. Hope this short answer helps.
